There are some international hotels in Rangoon now; Nikko (city), PanSea
(city), Sedona (suburb), New World (suburb), Strand (downtown), Baiyoke
(city), Savoy (city), etc. Lesser known hotels, Central (downtown), Thamada(downtown) may also allow reservation through internet. (Check websites Myanmars.net; Myanmarnet.org; and lonelyplanet) Stay away from Traders Hotel (which was invested by the world's most infamous drug baron) and Nawarat Concorde (which has links to the old dictator's family).
Mandalay has two international hotels: Novotel and Sedona.
Bagan has Sakura.
You should also consider staying in one of the several clean, friendly and comfortable smaller hotels run by the Burmese. (Again, consult Lonely Planet or other travel books to find out the best ones.)
